Philadelphia—District Attorney Seth Williams charged former Philadelphia Police Officer Frank Tepper with murder, possession of an instrument of a crime, and recklessly endangering another person. The charges are the result of the shooting death of William Panas Jr. Panas was shot to death in the 2600 block of E. Elkhart Street during a confrontation at a party on November 21, 2009.
After a complete review of the Philadelphia Homicide unit’s initial investigation, and the investigation by the District Attorney’s Prosecutors and Detectives, Mr. Williams determined that an arrest warrant would be issued for Frank Tepper.
“The decision to issue this arrest warrant is part of my office’s policy to move promptly and thoroughly in these sensitive matters,” said District Attorney Seth Williams. “The public demands that we apply the same standard of justice to every case regardless of the status of the victim or defendant.”
