56-Year-Old Man charged with having Sex with 17-year-old Student


March 12, 2013:  The Philadelphia District Attorney’s Office today charged 56-year-old Mark Preston Williams with Institutional Sexual Assault of a Student, Unlawful Contact with a Minor, Corruption of a Minor, Endangering the Welfare of a Child and Interference with the Custody of a Child for having sex with a 17-year-old student.  Williams is the former employee in the Dean of Students office at Northeast High School.  Williams turned himself in to police this morning and has not been arraigned yet.  This case is still under investigation and anyone with information on Mark Preston Williams is urged to call Special Victim’s Unit detectives at 215-685-3251.

The crime of Institutional Sexual Assault of a Student, a felony in the third degree, was signed into law in December of 2011.  The crime makes it illegal for a teacher to have sex with a secondary school student with whom he has direct contact regardless of the victim’s age.  This legislation was a priority of the Pennsylvania District Attorneys Association, of which District Attorney Seth Williams is the legislative chair.
