In September of 2012, Earl Washington and four other defendants plead guilty to Insurance Fraud and other charges after filing multiple fraudulent vandalism claims with different recently insured vehicles at Allstate Drive-In Centers. Earl Washington and his co-conspirators made nearly one hundred and twenty thousand dollars on this scheme. In August of 2013, detectives learned that Washington, who alone was charged with forty-three acts of insurance fraud, was recently involved in a similar scheme with defendant Ebony English.
On July 10, 2013, English reported to Allstate that her 1999 Infinity had been vandalized outside of her home in Philadelphia. English took the vehicle to an Allstate Drive-in Center in Glenside and was issued a settlement check for over nineteen hundred dollars which she gave to Washington. English provided her personal information to Washington who allegedly insured the Infinity. Washington allegedly damaged the car himself and then instructed English on how to report the claim to Allstate.
Detectives arrested English for two counts of Insurance Fraud, Criminal Conspiracy and Theft by Deception on November 18, 2013. Detectives arrested Washington for Theft by Deception, Conspiracy to Commit Insurance Fraud and Insurance Fraud on November 20, 2013. Both are next scheduled to appear in Philadelphia Municipal Court for a status listing on November 25, 2013.
Assistant District Attorney Dawn Holtz and Detective Bob DiFrancesco of the District Attoreny’s Insurance Fraud Unit are assigned to this case.
