Philadelphia – Detectives from the Philadelphia District Attorney’s Office Insurance Fraud Unit investigated Abou Kouyate after receiving information that his vehicle was registered with a fraudulent Capitol Insurance financial responsibility identification card. On April 21, 2015, Kouyate came to the Philadelphia Police Impound Lot to retrieve his 2003 Toyota and presented a Capitol Insurance financial responsibility identification card to the sergeant on duty. The Sergeant called Capitol Insurance Company and was told that the listed policy was number was not valid. Kouyate was told to return to the Impound Lot when he had valid insurance.
Philadelphia Police Major Crimes Auto Squad referred this case to the Insurance Fraud Unit who retrieved the title history for Kouyate’s 2003 Toyota. The PENNDOT title history indicated that the Toyota had been registered with the same fraudulent Capitol Insurance policy which Kouyate presented at the Philadelphia Police Impound Lot. Detectives verified this policy with Capitol Insurance Company who stated that they did not insure Kouyate. Abu Kouyate was arrested for Forgery and Insurance Fraud on September 30, 2015. He is next scheduled to appear for a status listing in Philadelphia Municipal Court on November 3, 2015.
