TWO CONSPIRE TO REGISTER VEHICLES WITH FRAUDULENT 21ST CENTURY FINANCIAL RESPONSIBILITY IDENTIFICATION CARDS

Philadelphia – Detectives from the Philadelphia District Attorney’s Office Insurance Fraud Unit arrested Anthony Reed and Dawn Bartlett after receiving a referral from Erie Insurance Company. On June 15, 2015, Dawn Bartlett struck an Erie insured driver. Bartlett presented a 21st Century financial responsibility identification card to the Philadelphia Police Officer who arrived on the scene of the accident. Detectives retrieved the Philadelphia Police Department Non-Reportable Accident form which listed the 21st Century policy number allegedly belonging to Bartlett. The investigation revealed that Bartlett’s financial responsibility identification card was fraudulent.

Detectives conducted a Pennsylvania Bureau of Motor Vehicles inquiry which showed that Bartlett owned a 1999 Chevrolet Malibu at the time of the accident. Registration documents for this vehicle show that it was registered at Nickens Agency and Auto Tags which is located on Germantown Avenue in Philadelphia. When speaking to detectives, Bartlett denied ever visiting this tag agency.

The investigation revealed that Bartlett’s cousin gave her the 21st Century Insurance financial responsibility identification card which she presented to the Philadelphia Police on the date of the accident with the Erie insured. Bartlett’s cousin also introduced her to a man named Anthony Reed. Bartlett gave Reed the financial responsibility identification card she received from her cousin in addition to her personal documents. Reed, a public notary, then registered Bartlett’s vehicle with the fraudulent financial responsibility identification card.

Reed also notarized a transfer of title between Bartlett and her cousin on November 14, 2015. This transfer also involved a 21st Century Insurance Company financial responsibility identification card in the name of Bartlett’s cousin. This policy was also determined to be fraudulent. As part of the investigation, detectives contacted a representative from 21st Century Insurance Company who stated that neither Dawn Bartlett nor her cousin were ever issued insurance policies with their company. Furthermore, the representative also stated that legitimate 21st Century Insurance Company have seven or eight digits whereas the fraudulent policies belonging to Barlett and her cousin had ten digits.

Bartlett and Reed were arrested on May 23-24, 2016 for using fraudulent 21st Century financial responsibility identification cards to register and transfer vehicles. Both were charged with Insurance Fraud, Tampering with Records and Criminal Conspiracy and are next scheduled to appear in Philadelphia Municipal Court on June 3, 2016.
